Biography

With over 25 years of experience in the Department of Defense as a Naval Aviator, squadron commanding officer, and senior budget and programming leader, Pat brings deep expertise in aligning operational requirements with Department of Defense funding strategies. His background spans operational command, requirements development, and enterprise-level financial management, enabling clients to bridge the gap between warfighter needs, acquisition pathways, and resource allocation. Pat specializes in the Navy’s Planning, Programming, Budgeting, and Execution (PPBE) process and helps translate complex budget dynamics into actionable strategies that maximize positioning and capture of defense opportunities.

Before joining Cypress International, Pat served as Director of Programming, Budget, and Finance for OPNAV N98 (Air Warfare), where he led financial strategy and execution for a $51B annual aviation portfolio within a $266B Future Years Defense Program. He advised senior Navy leadership on affordability, investment prioritization, and fiscal policy across 243 aviation programs and 790 budget line items, coordinating closely with OSD, NAVAIR, and Congressional stakeholders to defend and justify budget decisions. Previously, Pat led the Navy’s Rotary Aircraft and Future Vertical Lift portfolio, directing strategy, requirements development, and resource alignment for platforms including MH-60R/S, MQ-8, and next-generation vertical lift systems. He played a key role in Joint Capabilities Integration and Development System (JCIDS) processes and led an Analysis of Alternatives to inform future acquisition decisions for maritime vertical lift. Earlier in his career, Pat served as a senior policy advisor within the Office of the Secretary of Defense, shaping export control and technology security policy, and policy reviews for the Committee on Foreign Investment in the U.S. (CFIUS).

Operationally, Pat served as a Naval Aviator flying the SH-60F, HH-60H, and MH-60S as part of various Carrier Air Wings supporting multiple combat deployments, ultimately commanding Helicopter Sea Combat Squadron ELEVEN onboard USS Harry S. Truman (CVN 75).
