Biography

With nearly 27 years of experience in the operational Army and the acquisition career field, as well as recent experience in business development with clients operating in the Defense industry, Jay's areas of expertise include Program and Portfolio Management, Army Aviation, Soldier Systems, Platform Modernization, Resource Management, and Contracting Operations. He also has a deep understanding of the requirements, budget, and acquisition processes that shape Department of War opportunities.

Before joining Cypress International, Jay spent the last 19 years of his Army career leading Army acquisition organizations. As the Project Manager, Apache Attack Helicopters (PEO Aviation), he led an ACAT IC major defense acquisition program. He was selected for that role after serving as the Product Manager, Air Warrior (PEO Soldier), a product office of ACAT II and III programs. He also served as Chief of Strategies and Concepts for Army Contracting Command, where he advised the commanding general on initiatives to execute contracting operations on the multi-domain battlefield. Earlier, as a senior contract planner, he supported U.S. Forces–Afghanistan and the International Security Assistance Force (ISAF).

In his current role he works with Aerospace and Defense companies to help them sustain and grow their business in support of the national defense. He has led programs through the acquisition lifecycle and has firsthand experience with customer engagement, requirements documentation, and budget analysis. From that background, he brings unique perspective and invaluable insights into how the DoW customer plans, funds, and delivers combat power to the warfighter.
