Billy joined Cypress International after 30 years in the U.S. Army, where he held senior leadership roles across the special operations, installation management and acquisition communities. His areas of expertise include soldier equipment and warrior programs, special operations requirements, and how the Army's acquisition enterprise looks from the force that uses what it buys.
Before joining Cypress International, Billy's career culminated as Senior Enlisted Advisor to the Assistant Secretary of the Army for Acquisition, Logistics and Technology, the office that runs Army acquisition. He also served as Sergeant Major of Program Executive Office Soldier, Division Command Sergeant Major of the 25th Infantry Division, Garrison Command Sergeant Major at Fort Moore, and Command Sergeant Major of 3rd Battalion, 75th Ranger Regiment. A career Infantryman and Ranger, he spent 18 years in the Ranger Regiment and deployed 14 times to Iraq and Afghanistan, leading Rangers in direct combat at every level from squad leader to command sergeant major.
As Director for Warrior Programs and Special Operations, Billy serves as business manager for clients selling into the soldier and special operations market. He brings the perspective of the soldier who carries the equipment together with that of the senior enlisted leader who sat inside Army acquisition headquarters, which helps clients understand what the force actually needs and how the Army decides to buy it.
